Career

Scott Olson principally represents vertically-integrated electric utility companies in ratemaking and finance matters.  Over the last 20-plus years, Scott has appeared in numerous proceedings before the Public Utility Commission of Texas, the Arkansas Public Service Commission, the Louisiana Public Service Commission, the Mississippi Public Service Commission, and the Federal Energy Regulatory Commission.  Representation ranges from rate and rider updates to full rate cases.  Scott’s subject matter experience over the course of those representations includes depreciation, regulatory accounting, cost of service and cost of capital, cost allocation and rate design, and distribution, transmission and generation operations and capital additions.  Scott has also represented electric utility clients in storm cost recovery and securitization as well as power plant and transmission line certification.  Recently, Scott has assisted regulated electric utilities develop new rate structures and special rate contracts to facilitate service to hyperscale customers.
