Career

With over 25 years of experience, Gonzalo has focused his practice on technology and internet-related matters, including OTT and telecommunications regulation, data protection, fintech, e-commerce, digital taxation, internet infrastructure, content regulation, streaming platforms, cloud services, consumer protection, domain names, IP numbering, and intellectual property.

In the tech sector, Gonzalo served as Vice President for Latin America at IP address marketplace IPXO and as Senior Manager of Regulatory Policy for Latin America at Amazon Inc.

Previously, he was Executive Director of the Latin American Internet Association (ALAI), an organization representing service providers in the region, where he led the Digital Trade Working Group for the IDB’s Business Dialogue for the Americas. He was also a member of the ICANN Board of Directors (2009–2015), the global entity responsible for managing the domain name system.

In the public sector, Gonzalo served as Chief of Staff at Chile’s National Institute of Industrial Property (INAPI) and as a member of the International Department of the Chilean Undersecretariat of Telecommunications. In that role, he contributed to the implementation of public policies arising from international processes and participated in the negotiation of the Intellectual Property and Telecommunications chapters of several Free Trade Agreements (including the U.S.–Chile FTA). He also represented Chile before the International Telecommunication Union (ITU), the World Summit on the Information Society (WSIS), the Internet Governance Forum, CITEL, and APEC TEL.
