Regina Legorreta Palomino is a business attorney in Holland & Knight's Mexico City office. Ms. Legorreta's practice encompasses energy and infrastructure matters, focusing on structuring a variety of energy and infrastructure projects in Mexico, as well as assisting transnational companies in the conventional and renewable energy, construction, gas, pipeline, transmission and water sectors.
Ms. Legorreta has extensive experience regarding the energy reform, distributed generation and in situ generation projects, power auctions and the drafting, negotiation and administration of power purchase agreements (PPA) under power supply and self-supply schemes and agreements related to distributed generation modalities, as well as engineering, procurement, and construction (EPC), operation and maintenance (O&M) supply, hydrocarbon transportation and private public partnership agreements. Additionally, her experience includes project financing and the due diligence process for energy and infrastructure projects, including those grandfathered from previous legislations and matters related to corporate, agrarian, tax, regulatory and contractual law.
Ms. Legorreta also handles real estate and corporate matters, including transactions regarding the incorporation of companies with foreign investment, special purpose entities and the representation of foreign corporations in Mexico; mergers, acquisitions, transformation and winding-up of corporations; and drafting and negotiation of a variety of commercial agreements, ranging from the structuring of trusts and other financing schemes to stakeholder relationships.
In addition to her legal practice, Ms. Legorreta serves as a professor at Mexico City's Universidad Panamericana, where she teaches a class on power and renewable energy.
