Attorney Pan Junhui graduated from the School of Law at Zhejiang University in June 2003. With nearly 20 years of professional experience as a judge, attorney, and arbitrator, he previously served as a judge at the Wenling People's Court in Zhejiang Province and the Taizhou Intermediate People's Court in Zhejiang Province. He also served as a senior partner at Zeda Law Firm before officially joining Guofeng in February 2023. Additionally, he holds roles as an arbitrator for the Hangzhou Arbitration Commission, Guangzhou Arbitration Commission, and Taizhou Arbitration Commission, a practice mentor at the School of Law of Zhejiang University City College, and an expert on the Civil, Administrative, and Public Interest Litigation Case Expert Committee of the Taizhou People's Procuratorate in Zhejiang Province.

His paper, Analysis of False Civil Litigation Phenomena and Legal Countermeasures, received the first prize at the 20th National Court Academic Discussion in 2008. His monograph, Prevention and Regulation of False Civil Litigation, was awarded the second prize for outstanding achievements by the Zhejiang Federation of Humanities and Social Sciences in 2010. Furthermore, he has successfully identified and addressed multiple instances of false litigation in practice.
