Dr. Dong serves clients with his 18 years’ experience in the areas of information technology law, data privacy and intellectual property.

Dr. Dong regularly advises MNCs in domestic and cross-border data privacy and intellectual property matters. He was a key member of China’s earliest state-sponsored national research project on the theme of the personal information protection (2005). Also, being a senior privacy counsel with a leading Fin-tech company, he designed, overseen and managed data-related legal programs in 12 jurisdictions across the regions of Indo-Pacific. In China, he is among the rare group of experts who have managed large datasets involving billion-level volume of personal data across multiple jurisdictions.

Dr. Dong has reviewed numerous software programs, mobile applications (APPs), e-payment tools, e-commerce platforms and other products or tech-related business models for various legal purposes, such as data compliance, IP clearance, government license and dispute resolutions. He is praised by clients skillful in communicating practical solutions to executives, product managers and business functions.

Before joining Hylands, Dr. Dong was an equity partner of a Shanghai-based firm, which is also the alliance office of the international firm McGuireWoods LLP. He also acted as a founding director of a compliance consulting firm headquartered in Hong Kong. Before that, he served as a Senior Privacy Counsel at Ant Financial Services Group. He also worked with Baker McKenzie for 7 years as a senior associate. In the early stage of his career, Dr. Dong was an assistant professor with a top Chinese law school and was a residential fellow at the Berkman Klein Center for Internet & Society at Harvard University. In recent years, Dr. Dong lectured courses in prestigious law schools, such as those of the University of Hong Kong, Tsinghua University and UC Hasting.
