Career
Rachel Powell is a lawyer with experience in public international law, energy, and environmental regulation. She holds a Master of Laws with distinction in Energy and Environmental Law from the University of Birmingham, where her thesis examined the weaponisation of energy security.
In 2025, Rachel was selected to participate in the International Visitor Leadership Program of the United States Department of State. She is also a member of the NEXT 2025 Forum, part of a global network of young professionals and future leaders organised by ISPI, Bocconi University, and the OECD.
In 2021, she obtained certification as a Certified Information Privacy Professional/Europe from the International Association of Privacy Professionals, further strengthening her knowledge of data privacy and protection. She served as a legislative drafter for the Infrastructure Malta Act.
Rachel graduated from the University of Malta with a Bachelor of Laws (Honours) and a Master of Advocacy. Her thesis focused on the challenges of cloud storage in the collection, preservation, and use of electronic evidence in criminal proceedings, and she graduated within the top five of her cohort.
Rachel was admitted to the Maltese Bar in March 2019. Her practice includes property, infrastructure, transport, energy, environmental, data protection, as well as public procurement and litigation. She has experience advising on complex tendering processes and representing clients in contentious proceedings.
