Dr. Njomëza Zejnullahu, Partner at Lex Business, brings approximately 15 years of experience in commercial, economic, and administrative law, with a strong focus on regulatory compliance, corporate advisory, and legislative reform. She has served as a legal expert in Kosovo's Ministry of Health, contributing to national legislative frameworks, and has been actively involved in international legal reform initiatives, including EU-funded projects.
Her expertise spans commercial contracts, corporate structuring, M&A, healthcare regulation, property, banking, and insurance law. She is also highly regarded for her work in data protection and privacy, having been part of the drafting team for Kosovo’s current Law on the Protection of Personal Data and having led GDPR compliance efforts for clients across financial services, healthcare, and public institutions.
Njomëza is a licensed arbitrator with the American Chamber of Commerce in Kosovo, the Kosovo Chamber of Commerce, and a listed arbitrator with the Vienna International Arbitral Centre (VIAC). She is an active member of AIPP and EDEN, and fluent in Albanian, English, Turkish, and Serbian. Her academic credentials include a PhD in Commercial Law and a Fulbright post-doctoral research fellowship at the University of Iowa.
Njomëza is also widely recognized for her leadership in institutional legal reform in Kosovo. She chaired the national working group that drafted Kosovo’s first Law on Personal Data Protection, ensuring full alignment with the EU General Data Protection Regulation (GDPR). As the lead legal expert engaged by the World Bank, she directed the complete drafting process of Kosovo’s Law on Bankruptcy—twice—marking significant progress in the development of commercial insolvency frameworks. Throughout her public sector tenure, she served as the first legal adviser to the Ministry of Justice and the Ministry of European Integration, contributing to numerous legislative initiatives aimed at strengthening the judiciary and aligning Kosovo’s legal system with European standards. She also provided strategic legal guidance within the Ministry of Health, advancing key reforms in the regulation of the healthcare sector. Her multi-sector expertise and legislative impact underscore her stature as one of the leading legal minds in institutional reform and policy development in Kosovo.
Njomëza is widely regarded as one of the foremost arbitration specialists in Kosovo and a singular advocate for the development of arbitration as a viable dispute resolution mechanism in the country. She has played a pivotal role in promoting arbitration both institutionally and academically, leading awareness campaigns, training programs, and legislative advocacy to elevate its use in commercial practice. Her efforts have been instrumental in positioning arbitration as a credible and enforceable alternative to litigation, particularly for cross-border and complex commercial disputes. As a licensed arbitrator with several domestic and international institutions—including the American Chamber of Commerce in Kosovo, the Kosovo Chamber of Commerce, and VIAC—Njomëza brings unmatched expertise and credibility to arbitration proceedings.
