After completing his bachelor’s degree at the Faculty of Law of Yerevan State University, Rafayel began working at the National Assembly of the Republic of Armenia, gaining the opportunity to become familiar with the activities of the legislative body, the relationship between the legislative and executive branches, and to participate in sectoral studies and the drafting of legislative projects. At the same time, he continued his studies in the master’s program of the same faculty, which he completed with honors.

During his work at the Compulsory Enforcement Service of the Republic of Armenia (Deputy Head of the Legal Department) and at the Yerevan Municipality (Head of the Litigation Department), he accumulated valuable knowledge of the public administration system and the functioning of local self-government bodies, as well as important experience in organizing and carrying out judicial protection.

He further developed his knowledge of administrative law and procedure at the University of Passau in Bavaria, Germany, successfully completing a master’s program and obtaining the Master of Law (LL.M.) degree.

He is currently a doctoral candidate at the Chair of Constitutional Law of Yerevan State University. His field of academic interest is the regulation of urban development activities.
