Career

Carlos Pérez Gómez is a highly regarded transfer pricing controversy and dispute resolution partner at KPMG Law Mexico, with over 20 years of experience advising clients in both the public and private sectors, particularly in the pharmaceutical, automotive, mining, consumer goods, and financial services industries.

From 2015 to 2019, Carlos served as the Head of the Transfer Pricing Audit Division of the Mexican Tax Administration Service (SAT) and acted as Competent Authority for bilateral cases, where he leaded policy design and implementation, programing, examinations, and treaty cases (APA and MAP). His leadership positions him as one of the foremost experts in transfer pricing enforcement in Mexico.

Carlos specializes in dispute resolution and controversy management, including audits by tax authorities, conclusive agreements before PRODECON, and both bilateral and unilateral advance pricing agreements (APAs), as well as mutual agreement procedures (MAPs). His master’s degree and credentials in valuation endorses him to support clients in valuation matters and disputes involving intangible assets such as shares, trademarks, and intellectual property.

Internationally, Carlos has represented Mexico as a delegate to the OECD and was a member of the UN Subcommittee on Transfer Pricing, providing training and technical support to governments, regional organizations, and non-governmental institutions.
