Career

Ulises is a Head of KPMG Law Mexico, responsible for developing the practices of Social Security Litigation and Disputes, Local Taxes, Tax Litigation and Disputes, Administrative Litigation and Disputes, Transfer Pricing Controversy, Corporate Law and M&A.

For the last 7 consecutive years, he has been recognized by Chambers and Partners as one of the best tax dispute resolutions lawyers in Mexico (ranked in band 2 in 2024).

Ulises has more than 27 years of experience in tax dispute resolutions and advising on tax strategies for the business sector. He was the head of the litigation section of the large taxpayers for the Mexican Tax Administration Service (SAT). His experience also includes tax planning and transfer pricing.

His expertise also includes conclusive agreements (alternative dispute resolution mechanism), administrative appeals, nullity claims, and constitutional appeals.

Ulises also advises on cases of anti-money laundering before the Financial Intelligence Unit of the Finance Ministry in Mexico.

Ulises has authored various articles related to tax matters, published by Puntos Finos Magazine (Dofiscal Editores), as well as in the IDC magazine of Grupo Expansión, also he has participated as an author in various books on tax issues.

Ulises was a former Chair and current member of the Commission of Precedents and Legislation of IFA (International Fiscal Association) Mexican group. Ulises participated in the commissions organized by the Supreme Court of Justice of the Nation related to the resolution of tax issues.

Ulises actively participates in the Tax Commission of the Instituto Mexicano de Contadores Publicos (Public Accountant) and the Energy Committee of the British Chamber of Commerce in Mexico.
