Trisha Anderson is a partner at Hecker Fink LLP.

Trisha has extensive experience advising clients in both private and public sectors on complex national security and cybersecurity matters, including helping clients navigate crises, resolve enforcement matters before a variety of agencies, and litigate matters.

Trisha joined the firm after serving in a variety of senior roles in the Executive Branch, including the Department of Justice (DOJ), the Federal Bureau of Investigation (FBI), the Treasury, and the Commerce Department. Most recently she was the Principal Deputy Assistant Attorney General in the Office of Legal Counsel at the Department of Justice. There, she advised clients at the highest levels of government – the White House Counsel, agency General Counsels, and DOJ leadership – on some of the most complex and high-stakes legal issues faced by the Executive Branch. Her work included advice on presidential authorities and legal approval of Executive Orders. Trisha has also served as the Deputy Assistant Secretary for Intelligence & Security at the Department of Commerce, leading the implementation of Commerce’s information and communications technology authorities. She also served as Principal Deputy General Counsel for the FBI, where she oversaw the legal support to the FBI’s cyber, counterintelligence, and counterterrorism, and as the Assistant General Counsel for Enforcement and Intelligence at Treasury, where she supervised all legal advice relating to Treasury’s sanctions authorities, including the Office of Foreign Assets Control (OFAC) and the Financial Crimes Enforcement Network (FinCEN).

Before her most recent service at DOJ, Trisha was a partner at Covington & Burling LLP, where she advised clients on national security, cybersecurity, data security, trade controls, and Committee on Foreign Investment in the United States (CFIUS) matters. She represented numerous clients in enforcement matters before OFAC, Commerce, the Federal Trade Commission, and DOJ, and represented clients in high-stakes litigation challenging government actions.

Trisha clerked for U.S. Supreme Court Justice Elena Kagan and the Honorable Jeffrey Sutton on the U.S. Court of Appeals for the Sixth Circuit. She earned her J.D., magna cum laude, from Harvard Law School and her B.A., cum laude, from Yale University.
