A magistrate for 25 years and a member of the Paris Bar since 2013, Jean‑Pierre Picca is a partner leading the Investigation, Corporate Criminal Law, Internal Investigations and Compliance practice. His unique career path – including his tenure as a public prosecutor and liaison magistrate to the U.S. Department of Justice’s Criminal Division – gives him unrivalled insight into financial investigations and high-stakes cross‑border enforcement matters.
Jean‑Pierre has played a central role in some of the most complex and sensitive international investigations of the past decade. Notably, he was deeply involved in the EURIBOR / LIBOR investigations (US DOJ, SFO, CFTC and other regulators) alongside a major international bank, gaining extensive experience in managing multi-jurisdictional inquiries and interacting with authorities across Europe and the United States.
With a deep understanding of Anglo‑American legal concepts, he represents corporates and financial institutions before criminal courts and regulatory bodies, and advises on the full spectrum of compliance issues, including:
anti‑money laundering (France and abroad), whistleblowing and internal alerts management, anti-corruption frameworks, governance and internal controls, international sanctions, ESG-related compliance and risk management.He regularly conducts and coordinates large‑scale, complex internal investigations and works closely with C‑suite executives and boards.
In 2025, Jean‑Pierre advised CACIB on one of the year’s most high‑profile matters: the ‘CumCum’ tax dividend investigation led by the French National Financial Prosecutor’s Office, including negotiating the first-ever CJIP (French Deferred Prosecution Agreement) in this area – a landmark development.
Before joining Hogan Lovells, he was a partner at another major international law firm. He has also taught for several years at Sciences Po Paris and frequently assists clients with ESG‑related litigation and strategy.
