Adv. Noga Rubinstein heads KRB’s Regulation and Competition practice and is widely recognised as one of Israel’s leading lawyers in the fields of regulation, administrative law, competition and antitrust. She advises leading Israeli and international clients on complex regulatory, legislative and public policy matters, and is particularly valued for her ability to navigate strategically sensitive issues involving government ministries, regulators and public authorities.

Noga brings exceptional public-sector experience to her practice, having served as Legal Advisor to the Ministry of Communications and previously in the Economic-Fiscal Law Department at the Ministry of Justice. In these roles, she was closely involved in some of Israel’s most significant regulatory and economic reforms, including major market-opening initiatives, privatisation processes and competition-driven legislative reforms.

Her practice includes advising and representing clients on a broad range of regulatory and administrative matters, including licensing and permits, the regulatory aspects of transactions, mergers and transfers of control, legislative initiatives and price supervision proceedings.
