Position

Since 2022, he has been Of Counsel at LCA. Edoardo is a Lawyer and Professor of Constitutional Law at the University of Milan Bicocca. He also teaches administrative law, innovation law and artificial intelligence law. Since March 2023, he has been Admitted to practice before the Italian Supreme Court.

By Decree of the President of the Council of Ministers of 13 October 2023, Edoardo was appointed by the Italian Government as one of the thirteen members of the Coordination Committee for the updating of national strategies on the use of artificial intelligence in support of the Undersecretary of State for Technological Innovation and Digitalisation Sen. Alessio Butti.

Since March 2021, he has been Legal Adviser to the Data Protection Authority, until joining (October 2023) the Government Coordination Committee for the update of national strategies on the use of artificial intelligence.

In October 2023 he was elected by the City Council of Milan, by a two-thirds majority, Component of the Committee of Guarantors of the City of Milan.

Since December 2021, he has been a Fellow of the Research Centre in Public Law and Policy at the Berkeley School of Law – University of California, with a research assignment on the legal profiles of artificial intelligence and cybersecurity.

As a lawyer, he has gained significant experience in all major regulatory areas of public law.

He is particularly interested in public law issues of economics and technological innovation in services, with a specific focus on data protection, artificial intelligence, and cybersecurity.

Appointed as Full Professor of Constitutional Law, he is currently an Associate Professor at the University of Milan Bicocca. Previously, Edoardo Raffiotta obtained three certifications as Professor in all areas of Public Law: Constitutional Law (SSD IUS 08), Administrative Law (SSD IUS 10) and Comparative Public Law (SSD IUS 21). From 2011 to 2021, he taught Constitutional Law in the Department of Legal Sciences at the University of Bologna.

Since 2023, he has been Admitted to practice before the Italian Supreme Court.

For “Il Mulino” he edited – together with Ginevra Cerrina Feroni and Carmelo Fontana – AI Anthology, Legal, Economic and Social Profiles of Artificial Intelligence, 2022.

For the two-year period, 2016-2018, he was legal expert for the Transport Regulatory Authority.

Since 2018, he has been an International Legal Expert in Public Law of the Brazilian Bar Association, Section of the State of Rio de Janeiro.

Member of the Italian Association of Constitutionalists as well as the Italian Section of the Ibero-American Institute of Constitutional Law.

Since 2011, he has been co-director of the Italian-Spanish Seminar of Constitutional Studies founded and promoted together with colleagues at the University of Granada and the University of Murcia.

Board member, representing the Metropolitan City of Milan, of the Villaggio Barona – Cassoni Foundation in Milan.
