Philip Goeth is licensed to practice law as attorney-at-law ("Rechtsanwalt") in Austria, as Barrister in England & Wales, and as Barrister-at-law in the Republic of Ireland. Further, he holds licenses as a Chartered Tax Adviser and as Certified Public Accountant in Austria.
In respect of EU law, Philip's field of expertise originally stems from EU tax law as well as from EU banking and finance regulations. In this area, he was intimately involved in matters such as bank licensing, capital adequacy regulations, financial reporting and capital markets law, as well as anti-money-laundering regulations. He was further working in the field of EU corporate law (in particular in cases involving international reorganisations) and of EU VAT and corporate tax law, including EU state-aid related cases.
Since April 2022 Philip's practice is focused on EU sanctions law, co-leading a team of international experts which provides legal and strategic advice on sanctions regulations within the European Union. This work includes the representation before the Union Courts as well as before state courts and sanctions authorities, including interventions in Austria, Italy, Rumania, Lithuania, Luxemburg, France, Switzerland, Cyprus, Germany, Croatia, Czech Republic, Gibraltar, UK and others. Industry-wise, he is covering the sectors of raw materials and mining, banking, fertilizer, steel, locomotive and transportation, infrastructure investments, and IT.
In this activity, Philip represents/represented litigants before the General Court and the Court of Justice of the Union, inter alia, in the following cases:
Dmitry Pumpyansky v. Council (recent wins in cases T-740/22, T-727/24, T-541/24; cases C-696/23 and C-584/24 pending); Galina Pumpyanskaya v. Council (recent wins in the cases T-737/22, T-1108/23, T-235/25; case C-695/23 pending); Arkadi Volozh v. Council (the applicant has been delisted by the Council); Andrei Melnichenko v. Council (case T-271/22); SBK ART LLC v. Council (case T-102/23; case C-452/25 pending);Mr. Goeth also represented parties in the CJEU preliminary ruling cases C-465/24 (SBK vs. Fortenova, OpenPass) and C-360/25 (Schoger II vs. Republic of Austria), and acted as lead counsel for the appellant in the UK Supreme Court case [2025] UKSC 30, Dalston Projects Ltd and others v Secretary of State for Transport.
In terms of academia, Philip has completed studies of law at the University of Vienna, BPP University (London), the University of Law (London) and the London School of Economics. He also completed business studies at the University of Business and Economics (Vienna) and is habilitated ("Universitatsdozent") in Austria in the field of financial and tax law. Philip's list of academic publications includes some 90 articles on current issues of law, as well as several books, in particular his habilitation and a commentary on EU Banking law.
