Quentin Chassany
Quentin Chassany
A lawyer since 2011, Quentin Chassany provides cross-disciplinary support to public and private project developers on land use planning issues, both in urban planning and public procurement. He advises them on regulatory (local urban planning) and operational (review and issuance of urban planning permits) urban planning matters, as well as on the implementation of large-scale projects. In litigation, he appears before administrative, civil, and criminal courts (urban planning offenses). Quentin Chassany also advises them on all matters relating to public procurement and complex contracts. His experience enables him to understand all the legal aspects of a project: assessing needs, identifying innovative solutions, providing legal certainty, competitive bidding, and concluding and executing contracts. He also has recognized expertise in local public service management and acts as a project management assistant in many areas, including public water services, sanitation, and beach services (ZMEL, beaches). Quentin Chassany regularly leads training sessions on urban planning and public procurement for his clients (elected officials, civil servants).

Edouard conseille des fournisseurs et des utilisateurs de technologies numériques, notamment dans les secteurs des télécommunications et de l’automobile. Il conseille ainsi des opérateurs télécoms, des intégrateurs informatiques et des constructeurs automobiles dans le cadre de leurs projets de déploiement de réseaux, services ou processus, tant sur les volets réglementaires que contractuels. De l’analyse et évaluation des risques pénaux d’un projet à l’audit de sa conformité avec la réglementation (RGPD, CPCE, LPM, NIS) en passant par la rédaction et la négociation du montage contractuel optimal, Edouard propose un accompagnement pratique et opérationnel. Edouard a une expérience opérationnelle du secteur numérique grâce aux responsabilités qu’il a eues chez des opérateurs télécoms et en raison des missions qu’il a réalisé au sein d’une autorité administrative (ARCEP). Edouard anime régulièrement des séminaires et formations en matière de protection des données et de cybersécurité.

For nearly 10 years, Jennifer Riffard has been working primarily in public service law and, more occasionally, in labor law. She mainly assists public authorities (local authorities, public institutions, hospitals) in defending them in disputes with their employees, and also advises them on a wide range of issues that must be handled with care, seriousness, and diligence in order to ensure the smooth running of services. Jennifer Riffard assists local authorities on issues of collective interest to employees (working time arrangements, overhaul of compensation schemes, election of staff representatives, etc.), as well as on more individual issues (management of accidents at work and occupational illnesses, management of harassment situations, implementation of disciplinary procedures, etc.). On a more occasional basis, Jennifer Riffard assists civil servants in the state, hospital, and local government sectors in pre-litigation and litigation matters. Thanks to her extensive experience, Jennifer Riffard has developed recognized expertise in civil service law. She also leads training sessions and writes articles for various journals, including the Gazette des communes.

Quentin Untermaier
Quentin Untermaier has been a lawyer at the Lyon Bar since 2014. He works on issues related to environmental law, urban planning, and development. He advises local authorities and private operators, particularly on aspects related to environmental assessment procedures and public participation. He also handles cases involving classified facilities (ICPE), waste law, polluted sites and soils, water and hydroelectricity policing, nature protection, and coastal law, both in an advisory capacity and in litigation. Quentin Untermaier teaches environmental law as part of the Master 2 Bioévaluation des écosystèmes et expertise de la biodiversité (BEEB) program at Claude Bernard Lyon 1 University and as part of the Master 2 “Risque et Environnement” program at Lyon 2 University. He also provides training in environmental law as part of the initial and continuing education of student lawyers and lawyers at EDARA.
