Career

With over 17 years of experience advising domestic and international clients across a broad range of industries, including digital markets, infrastructure, energy, telecommunications, pharmaceuticals, and consumer goods. He has extensive expertise in merger control and antitrust investigations, including leniency applications, cartel behaviour, abuse of dominance, and barriers to competition. Gabriel has represented clients in several of Mexico’s most high-profile and precedent-setting investigations before COFECE. His prior experience includes serving as Deputy Director of Cartel Investigations and Director of Barriers to Competition at COFECE, as well as co-heading the competition practices at two leading Mexican firms.

He currently serves as Secretary of the Cartels Working Group of the International Bar Association, lectures on Competition Law at Universidad Iberoamericana, and is the author of the only book in Latin America on merger control.
