José Alberto Navarro joined Uría Menéndez in 2004 and he is a partner of the firm since 2016.

His practice focuses on administrative law. He has a great experience advising contractor and concessionaire companies of public authorities, providers of public services and utilities and public authorities. He has a special focus on public contracts, infrastructure, public services and PPP (public private partnerships). His practice includes advising on M&A transactions and project financing in regulated sectors, as well as judicial review proceedings.

In addition, he is specialized in the water, waste and transport sectors.

He also has a specialization focus on Human Rights and ESG.

He is a member of the board member of the Professor Uría Foundation and responsible for the firm's Pro Bono practice.

José Alberto is currently an associate professor of Administrative Law at the University of Barcelona, on the Master’s Degree to Access the Legal Profession and Public Procurement Advanced.

He is a regularly participates as a speaker at seminars, conferences and training courses related with his practice areas organized by different institutions (Escola d’Administració Pública de Catalunya, ICAB, etc).
