Aarne Puisto is known for his innovative and solution-oriented approach to solving clients’ legal challenges related to public procurement, competition law and state aid. Moreover, he is regularly involved in administrative court proceedings, EU law related regulatory and compliance assignments as well as in foreign direct investment (FDI) proceedings.

He advises clients on both non-contentious and contentious assignments across a wide range of industries, including defence and security, energy, healthcare and pharmaceutical, media, and transport. His prior experience in competition and procurement matters at the Market Court of Finland and the Finnish Competition and Consumer Authority has enriched his understanding of legal processes. This dual insight allows him to anticipate challenges and opportunities in legal strategies, providing clients with a comprehensive approach that enhances their decision-making and strategic planning.

Aarne Puisto has acted as counsel in a number of cases before the Market Court and administrative courts. He also has experience in civil and criminal matters related to public procurement before general courts. This expertise is further deepened by his ongoing doctoral research on the effectiveness of legal remedies under Finnish public procurement rules.

In addition to his advocacy work, Aarne Puisto is a regular speaker at seminars, universities, and other educational events in Finland and abroad. He keeps himself updated on the rapidly changing case law and regulatory fields by writing articles for domestic and international legal journals. Furthermore, he is a board member of the Finnish Public Procurement Association.
