Ali Budiardjo, Nugroho, Reksodiputro is involved in a variety of large power projects. Emir Nurmansyah and Herry Nuryanto Kurniawan are key partners in the team, which has acted for JBIC on several matters including a $1.68bn power plant financing project with Cirebon Energi Prasarana.

With dedicated specialists in all major areas of projects and natural resources matters, Hadiputranto, Hadinoto & Partners, a member firm of Baker McKenzie is ‘an excellent firm with depth’. The team has experience acting for financiers and operators in the mining, power and energy, utilities and transport sectors. Luke Devine, Norman Bissett and Muhammad Karnova are recommended.

Mira Fadhya heads a ‘very good’ department at Hiswara Bunjamin & Tandjung in association with Herbert Smith Freehills, which comprises two partners, two international counsels and several other qualified practitioners. David Dawborn’s ‘extensive experience’ is helpful in assisting ‘clients raised in common law’, and complements the firm’s focus on handling commercial and investment transactions for multinational clients, such as Exxon Mobil, BP, Chevron and Newcrest Mining.

The team at Makarim & Taira S. is involved in some of the highest-profile power projects underway in Indonesia. The team includes Rahayu Ningsih Hoed, who is advising Bhumi Jati Power on the Jawa-1 power plant expansion and the Tanjung Jati 5 & 6 development. Teddy Suprijadi leads the department, which also has extensive experience in infrastructure projects, and serves as consultants to the Indonesia Infrastructure Initiative.

The ‘outstanding’ project finance team at Ginting & Reksodiputro in association with Allen & Overy is led by the ‘business-minded’ Daniel Ginting, who has experience of working with many Indonesian government agencies such as the Ministry of Finance and Indonesia Infrastructure Guarantee Fund. Additional key contact Michael Tardif is also recommended.

Project finance is among the largest practice areas at Mochtar Karuwin Komar. In addition to a strong track record in natural resources and power projects, the team has more recently focused on infrastructure projects, in response to the government’s shifting priorities. Emir Kusumaatmadja is the primary contact.

Oentoeng Suria & Partners works primarily on matters involving infrastructure and power, and displays ‘sector knowledge’ and a ‘strong network’. Ratih (Ipop) Nawangsari advised Indonesia Power with regards to an LNG regasification project; a project type that has been a substantial source of work for the firm.

SSEK Legal Consultants provides ‘professional and considered advice’ to clients with interests in natural resources, power and infrastructure. Having acted for lenders, sponsors, contractors and government agencies, the team at Soemadipradja & Taher is experienced in transactions involving infrastructure, mining, oil and gas and power projects. Rahmat Soemadipradja heads the group. Pertamina (Persero) is a significant client.

Widyawan & Partners’ projects and energy lawyers are known for their ‘high-quality advice’ and extensive experience, ‘especially in oil and gas’. Widyawan jointly leads the practice. Alan Frederik, former general counsel at Pertamina (Persero), joined the firm as partner.

In addition to handling energy projects, Assegaf Hamzah & Partners has been involved in some high-priority infrastructure matters following the government’s pledge for focused investment in improved infrastructure. Ibrahim Assegaf advised Penjaminan Infrastruktur Indonesia on the government guarantee of the construction of a nationwide fibre optic cable network. Kanya Satwika heads the practice.

Hanafiah Ponggawa & Partners handles not only oil and gas and natural resources projects, but has also developed specialism in plantations work. Al Hakim Hanafiah and Andre Rahadian are key partners in the practice, the latter of whom acted for Ramba Energy in relation to a farm-out transaction in the Lemang PSC block in Sumatra.

With experience in power, oil and gas, Mataram Partners has assisted clients with all key project documentation, as well as advising on regulatory requirements, procurement and entry into the Indonesian market. Andi Zulfikar is the key partner.

The lawyers at Christian Teo & Partners handle regulatory compliance matters and project financing for domestic and international clients. Christian Teo and Bill Sullivan are acting for clients in multiple contract renegotiations following proposed amendments by the government of Indonesia.

Led by Eddy Hendra, the team at Hendra Soenardi has been instructed by both sponsors and operators in various project financings involving Indonesian power producers. Soenardi Pardi and Oscar Damarjati advised Adaro Power on the $4.2bn Central Java power plant.

  • Public Private Partnerships Under the 2015 Presidential Regulation

    The President’s Office has issued Presidential Regulation No. 38 of 2015 on the Cooperation Between the Government and Business Entities in the Provision of Infrastructure (“PR No. 38/2015”). PR No. 38/2015 replaces the previous Presidential Regulation on the same issue, Presidential Regulation No. 67 of 2005 as last amended by Presidential Regulation No. 66 of 2013.
