Orrick, Herrington & Sutcliffe

The state attorneys general investigations and enforcement team at Orrick, Herrington & Sutcliffe provides ‘coverage, strategic insight, and support’ to clients in state AG investigations and lawsuits concerning consumer protection claims, environmental law, cyber security incidents, antitrust issues and qui tam actions. The team draws on its members’ experience in AG offices to build and maintain relationships with AGs across the country. Practice head Rob McKenna served two terms as Washington Attorney General, as well as serving as President of the National Association of Attorneys General. McKenna, based in Seattle, has notable expertise in large-scale, complex consumer protection cases involving mortgage lending and servicing, and has pioneering experience handling internet fraud and anti-spyware issues. Brian Moran, also based in Seattle, is recommended for his significant public sector experience. In Washington DC, Andrew Cooke focuses his practice on advising Fortune 500 companies before state AGs across a range of issues, leveraging experience as Deputy Attorney General for the State of Wisconsin. Anisha Dasgupta joined the New York team in July 2025 from her role as General Counsel of the US Federal Trade Commission.
