The government contracts practice at Morrison Foerster is recognised for its strength across the full lifecycle of federal procurement matters, with particular distinction in bid protests, investigations and false claims, contract disputes, negotiations, M&A and transactional work. The team is especially well regarded for its deep capabilities in the technology sector, where it regularly advises on complex regulatory, compliance and procurement issues. Based in Washington DC, the practice is co-led by Tina Reynolds and Alex Ward. Reynolds concentrates on general government contracts counselling with particular emphasis on intellectual property, data security and cybersecurity requirements. Ward contributes significant experience in bid protests, contract litigation and investigations. Damien Specht advises clients on regulatory compliance, contract negotiations and transactional issues, while Kevin Mullen adds substantial experience in bid protests and procurement fraud matters, representing clients in disputes and enforcement-related proceedings. David Churchill excels in litigation of disputes involving award, performance and termination of federal contracts. Jay DeVecchio  retired from the firm in December 2024.
