QA Legal

The practice group at QA Legal is well-placed to handle a range of public law mandates, namely advising on PPPs, drafting agreements for the development of energy projects, arbitration cases and conducting regulatory due diligence. Leadership of the team is shared between María Teresa Quiñones and Leslie Velásquez, the latter of whom was promoted to the partnership and to her role as practice co-head in January 2025. Quiñones specialises in energy and infrastructure law, including the negotiation and execution of PPPs, administrative law, TMT and arbitration. Velásquez, in turn, routinely advises clients – particularly those in the agribusiness, telecoms and aviation sectors – on public law, infrastructure and regulatory matters.
