
‘A very strong team in the area of environmental litigation and permitting’, TM Abogados is led by public and environmental law specialists Pablo Méndez and Pablo Tejada. The firm advises corporate clients -such as mining and energy companies- on environmental permits, compliance, litigation and regulatory matters. The team has particular expertise in environmental regulation and impact assessments within a public law framework, and often represents clients in sanctioning proceedings and administrative challenges. Méndez has experience worked on major cases in the mining and energy generation sectors; while Tejada has expertise drawn from private practice and the public sector, having worked at the Superintendency of the Environment, where he was involved in high-profile environmental litigation. Both founding partners have approaching 15 years’ experience. Senior of-counsel Christian Rojas, a professor of administrative and water law, adds further depth to the team.

Work highlights
Advised Lundin Mining on several environmental matters related to Minera Ojos del Salado and Minera Candelaria, including (a) the new environmental plan with amendments and other changes to the Candelaria 2040 project; and (b) the closure of Alcaparrosa Project, as ordered in January 2025 by the Superintendency of the Environment.
Advised EDP Renewables in various environmental matters related to Punta de Talca and San Andrés Wind Farms, including a lawsuit brought by the Forestry Authority (CONAF), several administrative inspections proceedings brought by the Chilean Superintendency of the Environment, and three administrative challenges against the environmental permit of San Andrés initiated by the municipality and citizen opponents.
Advised Inmobiliaria Makro on the environmental impact assessment process of its “Edificio Makroceano” real estate project located next to protected areas; following rejection of the project in2024, it is currently on administrative appeal before the Committee of Ministers.
