On 9 October 2009 the Investigations Division of the Spanish national competition authority, the CNC, issued an administrative order instructing officials to investigate possible anticompetitive practices. These practices included price fixing and market sharing in the procurement, supply and implementation market for works for public and private customers. Extraco Construccions e Proxectos ("Extraco") was one of the companies suspected of having been involved in such practices.

As a result of this, on 15 October 2009 and after having received a judicial order authorising the inspection, officials of the CNC entered the premises of Extraco announcing their intention to carry out searches of the offices of key individuals under the investigation.
