近日、「国務院弁公庁による第三陣のイノベーション支援に係わる改革措置を推進する通知」（以下、「通知」と略称する）には、全国における三つの改革試行エリアで第三陣の20項のイノベーションに支援する 改革措置を実施することが発表された。
「通知」には、知的財産権保護について、次の措置が公布された。八つの改革試行エリアで2項の改革措置を推進する。その中、訴訟の地理的制限を破り、地域間権利行使への支援を強化するために、知的財産権オンライン訴訟プラットフォームのを構築する。また、企業及び個人の知的財産権係争の解決に効率的な公証法律サービスを提供するために、全般の証拠サービスを提供する知的財産権公証サービスプラットフォームを構築する。
