1 はじめに
2024年4月26日に「スマートフォンにおいて利用される特定ソフトウェアに係る競争の促進に関する法律案」（以下「本法案」という。）が閣議決定され、現在招集中の通常国会において審議されている。本法案は、いわゆるモバイル・エコシステムにおける競争環境整備のために、大規模プラットフォーム事業者に対して一定の行為の禁止や一定の措置を講ずる義務付けるといった事前規制を内容としている。規制対象となる事業者のみならず、スマートフォン（以下「スマホ」という。）上で機能するアプリやウェブサービスを開発・提供するデベロッパ等も、ステークホルダーとして規制の内容を把握しておく必要がある。本稿では、本法案の背景と規制の概要について説明する。
