The Department of Trade and Industry may award grants for enterprises in Finland. As a starting point both foreign and domestic enterprises may come in question. However, only small and medium-sized enterprises are able to receive grants. Grants are only awarded to so-called development areas, in the northern and eastern parts of Finland.

State loans and state securities are also available for both domestic and foreign companies.

Specific grants are also awarded for development projects in Finland. These grants are awarded only for the actual development and the project has to lead to an internationally competitive product.

Training project are financially supported by the labour district. Training grants are awarded for projects where employment is given to unemployed or those under threat of unemployment. Under certain circumstances retraining might also be considered.
