Career Biography
Otto S. Roheim has experience from the Ministry of Transport and law firm Wikborg Rein AS. He has held a number of key roles in the development of Vygruppen’s business. This includes, among other things, the establishment of Flytoget AS, CargoNet AS, Vy Buss AS, Vy Tog AS, Vy Tåg AB and ROM Eiendomsutvikling AS. He has broad experience from negotiating and following up on large PSO contracts, supplier contacts and contracts with infrastructure managers. Roheim also has broad experience in employment law and compliance.
The companies in the Vygruppen group operate within passenger and freight transport by rail, bus transport and tourism. In 2025, Vygruppen had a total of 12,500 employees and a turnover of NOK 20.8bn. Both customers and authorities are placing increasing demands on the transport sector in the areas of safety, quality, efficiency and sustainability. The regulation of the transport sector is largely based on EU/EEA requirements. The introduction of competition on the railways and the division of the sector into several companies has brought with it a number of new contract structures. As a consequence of this, Vygruppen has over time had an increasing need for legal expertise within the organisation.
When Roheim joined Vygruppen as GC, the group did not have an internal legal department, but relied on purchasing legal assistance from external law firms. Roheim has built up a legal department in Vygruppen, which is now a team of eight lawyers who assist all the businesses in Vygruppen. The lawyers in Vygruppen’s legal department have experience from large commercial law firms, the courts, ESA and KOFA. Key areas of law include contract and construction law, procurement law, state aid law, competition law and labour law.
Roheim emphasises that the legal department, in its work to assist the businesses in Vygruppen, should not operate as a group of individual lawyers, but as a team so the lawyers’ combined expertise is offered to the users of legal services in the business.
