Career Biography

Gabriela Navarro graduated summa cum laude with a Bachelor of Laws (LL.B.) from the Pontificia Universidad Católica Madre y Maestra (PUCMM), where she also earned a Master’s degree in Civil Procedure. As a Chevening Scholar, she obtained a Magister Juris (MJur) from the University of Oxford, specialising in arbitration, international trade, and competition law.

She has developed her career across both the public and private sectors, holding legal and business leadership roles with a focus on highly regulated industries. She has extensive experience in the Dominican capital markets, advising on regulatory matters and the legal structuring of complex financing transactions and capital market products for corporate and project financing.

In addition to her professional practice, she serves as a lecturer at the PUCMM School of Law. She currently serves as Legal & Compliance Director and Chief Compliance Officer at Primma Valores, where she leads the firm’s legal, regulatory compliance, corporate governance, and anti-money laundering functions.
