Career Summary and Key Achievements

Ana Patricia Ossers holds a Bachelor of Laws degree (Licenciada en Derecho), Summa cum laude, from the Universidad Católica de Santo Domingo (2009); a Master’s degree in Business Law and in Administrative Law; and is a certified specialist in the formulation and development of public-private partnership projects and in water resources governance. She has more than 15 years of professional experience in the practice of law, in both the corporate and public-law fields.

She is Legal Director of the Superintendency of Health and Occupational Risks (Superintendencia de Salud y Riesgos Laborales, SISALRIL), where she is responsible for drafting the proposed reform of Law No. 87-01, which establishes the Dominican Social Security System (Sistema Dominicano de Seguridad Social). In that role, she led, together with the current administration, the introduction, within the Dominican Social Security System, of an age-differentiated per capita payment (per cápita diferenciada por riesgo etario) to manage the health risks of the covered population, and she leads the defense before the courts of the Dominican Republic of the litigation filed against the decision approving that measure, having obtained favorable rulings in the cases decided to date by the various judicial instances. During her tenure as Legal Director, she was also responsible for handling the administrative sanction and technical-intervention proceedings involving one of the leading entities of the Dominican Social Security System, and for submitting the investigative findings report to the Dominican Republic’s public prosecution office (Ministerio Público), which gave rise to the most significant criminal investigation in the history of the country’s Social Security System.

At SISALRIL, she also leads the project to compile the Regulatory and Case-Law Compendium on Health and Occupational Risks of the Dominican Republic (Compendio Normativo y Jurisprudencial de Salud y Riesgos Laborales), carried out in coordination with the National School of the Judiciary (Escuela Nacional de la Judicatura), as well as the technical-academic forum known as Aula SISALRIL, which addresses legal issues related to social security with the aim of disseminating knowledge, empowering the covered population, and fostering debate that enriches the regulatory development of the sector.

She previously served as Legal and Environmental Regulations Director at the Ministry of Environment and Natural Resources, where she led a team of more than 90 lawyers nationwide. She also teaches Administrative Law and Environmental Protection in the Master’s Degree in State Administration Law, offered by the Instituto Global de Altos Estudios en Ciencias Sociales (IGLOBAL), under a dual-degree program with the Instituto Universitario Ortega-Marañón of Spain.

She served as legal advisor to the Minister of Economy, Planning and Development on matters relating to the regulation of public water-domain assets and on the drafting and negotiation of the National Water Pact (Pacto Nacional por el Agua) signed by the Dominican Republic.

She has worked as a legislative advisor in both the public and private sectors, having been actively involved in the following legislative initiatives: (1) Secured Transactions Law No. 45-20 (Ley de Garantías Mobiliarias) and its amendment; (2) Public-Private Partnerships Law No. 47-20 (Ley de Alianzas Público-Privadas); (3) Territorial Planning, Land Use and Human Settlements Law No. 368-22 (Ley de Ordenamiento Territorial, Uso de Suelo y Asentamientos Humanos); (4) Customs Law of the Dominican Republic No. 168-21 (Ley de Aduanas); (5) Maritime
