Anna Tsirat is a partner at JVS Law (Jurvneshservice) and holds the degree of Doctor of Laws, Ukraine’s highest academic degree. Her practice centres on international arbitration and cross-border disputes, defence technology and export control, and aviation finance.
She has acted as Ukrainian counsel in more than 15 international arbitrations before VIAC, LCIA, SCC and ICAC. Parties and arbitral tribunals have instructed her as an expert on Ukrainian law in proceedings in the United States, Switzerland, Austria, the United Kingdom and the Netherlands. She also works on the recognition and enforcement of awards across borders.
In defence technology, she advises Ukrainian manufacturers and their foreign partners on the classification of military and dual-use goods and export permits, the licensing of technology owned by the Ministry of Defence, joint ventures with foreign partners, and access by foreign engineers to classified Ukrainian technology. She writes regularly on this area for JVS Law, including its reference table of Ukraine’s security of information agreements.
For more than 15 years she has acted for international aircraft lessors and lenders in Ukrainian transactions: leasing, acquisition and repossession of aircraft, ABS-linked financings, legal opinions and enforceability analysis under Ukrainian law. She acted for foreign lessors in the bankruptcies of the Ukrainian airlines Aerosvit and Donbassaero. She was among the first Ukrainian lawyers to advise international brands on franchising and market entry.
She co-authored the Ukraine monographs on civil procedure (2019) and intellectual property (2019) for Kluwer Law International’s International Encyclopaedia of Laws and is currently writing the Ukraine volume on private international law for the same series. She is a member of the European Association of Private International Law. She has written Ukraine chapters on licensing, franchising and aviation finance for international practice guides, and her monograph on the unification of international private air law was published in 2018.
