Raphael is a barrister specialising in public, regulatory, procurement, subsidy control, information, technology, data protection, employment and commercial law.
Called 2020. Prior to coming to the Bar, Raphael was a leader writer and columnist at The Times and a research associate at the Institute for Government. He was also a visiting lecturer in public law at City University.
