Craig Carr is a highly experienced civil practitioner, specialising in clinical negligence, personal injury, professional negligence, and public authority liability.
He is instructed in complex high value claims and frequently in large multi-party actions. His practice extends to civil claims seeking damages for ECHR breaches and inquests in medical cases. His clinical negligence practice is predominantly for Claimants and mainly fatal and catastrophic injury claims. In personal injury, he has particular expertise acting for claimants in military and sexual abuse claims, and for defendants in EL, PL, and Highways Claims.
He was instructed as a member of the Inquiry Legal Team in the Nottingham Inquiry, which had its oral hearings in 2026. Craig played a significant role in the investigation of the healthcare issues in the Inquiry and called a number of healthcare witnesses. He was also instructed as a member of the Inquiry Legal team in the Thirlwall Inquiry, which had its oral hearings in 2024 and 2025. He had a significant role in the investigation of external bodies and the calling of evidence in respect of the RCPCH and CQC.
From 2011 until 2026, Craig was lead counsel in one of the largest ever child abuse group actions (Manchester Children’s Homes (No.2) GLO which grew to over 600 Claimants). In 2018 he was appointed to sit on the Lambeth Redress Scheme Appeal Panel chaired by Sir John Goldring. In 2025 he was instructed as part of a multi-disciplinary counsel team for the executors of an estate facing a large number of claims alleging tortious conduct by the deceased and an application to pass over the executors in the Chancery Division.
He has had articles published by APIL (pushing the limits, 2019) , ACAL (ECHR claims for vulnerable children, 2019), LexisNexis (Limitation in child abuse claims, 2025, Quantum in abuse claims, 2026, General damages and earning awards cases trackers 2026) and the New Law Journal (Ability Matters, 2008), His research was included in written evidence to the Treasury Committee (Offshore Financial Centres, Memorandum from STEP, 2009).
