Katiuska Bolaños-Lugo advises clients on regulatory compliance and litigation, with a primary focus on the energy sector. She has over 12 years of experience representing public and private sector clients in regulatory compliance, administrative proceedings, and litigation.

As a former Chief Regulatory Officer of Genera PR, the regulated operator of Puerto Rico's publicly owned generation assets, Katiuska led regulatory strategy and compliance efforts for a 5GW power generation portfolio. She represented the company in proceedings before federal and local regulators, negotiated key infrastructure and energy agreements, and secured critical approvals supporting Puerto Rico's energy transition. Additionally, Katiuska has experience representing clients in contract disputes, tort claims, and enforcement actions, providing practical litigation counsel that aligns with business goals.
