Career
Tamara Oyarce is Director of the Technology group at Dentons Chile, with a focus on technology regulation, fintech, payment methods, cybersecurity, personal data protection, and artificial intelligence. She advises financial institutions, fintechs, technology platforms, retail companies, and payment infrastructure providers on regulatory compliance, strategic contracts, regulatory risk management, and engagement with authorities, including the Financial Market Commission (CMF), the Financial Analysis Unit (UAF), and the Central Bank of Chile.
Her practice combines a comparative regulatory perspective with a practical understanding of digital business models. Within this framework, she supports her clients in the implementation of Law No. 21,719 on Personal Data Protection, in open finance and open banking projects under the Fintech Law, in cybersecurity and operational resilience programs, and in the regulatory assessment of artificial intelligence-based products. She also leads initiatives related to the development of the Chilean and Latin American regulatory ecosystem in digital payments, in coordination with the Technology and Fintech team headed by partner Ignacio Pera.
She has more than fifteen years of experience at the intersection of regulation, technology, and international business, developed across Chile, Australia, China, and Japan. This multi-jurisdictional background enables her to bring comparative regulatory standards —drawn from the Asia-Pacific region, the European Union, and the United Kingdom— to the analysis of the challenges facing the Chilean and regional ecosystem.
On the professional association and academic fronts, she serves as Executive Secretary of the ChilePay Legal Circle and is co-editor of First Overview of Payments Regulation in Chile, 2025. She also chairs the Artificial Intelligence Committee of the Association of Data Protection Professionals (AGPD) and is a member of the AI expert panel of the Ministry of Science, Technology, Knowledge, and Innovation. She is an Adjunct Professor in the Master's program in International Business Management at the Institute of International Studies of the University of Chile, and Professor of the course Law of the Digital Economy and the Future of Financial Services at the Faculty of Law of Universidad Adolfo Ibáñez.
