José Antonio focuses his practice on project development, finance, and regulatory matters, with a strong emphasis on highly regulated industries such as infrastructure, power generation, and oil & gas (upstream and downstream). He has extensive experience advising public entities, private corporations, and financial institutions on the structuring, procurement, financing and development of large-scale projects across multiple sectors.

His track record includes advising on the legal structuring, financing, and implementation of projects such as railway systems, highways, hospital infrastructure, power plants, hydroelectric facilities, refineries, fertilizer plants, and oil & gas exploration and extraction projects. These have been executed under a wide range of contractual and financial frameworks, including public works, CPS, PPPs, APP, and concession titles.

José Antonio has played a pivotal role advising both lenders and project developers in the negotiation and closing of complex financing transactions, including project finance structures and corporate financings and collateralization mechanisms in energy and infrastructure projects.

In addition, he regularly advises domestic and international clients on project development agreements, compliance with legal and regulatory obligations, and the management and resolution of disputes arising from government contracts. His ability to provide comprehensive and strategic legal support throughout the full lifecycle of a project —from initial structuring to long-term construction, operation, financing and refinancing, and, when necessary, dispute resolution —sets him apart as a trusted advisor in the market.
