Emiliano is a Partner at CMS and leads the Italian Capital Markets practice, bringing nearly two decades of experience in advising on complex financial transactions and regulatory matters. His work is primarily focused on public offerings and listings of both plain vanilla and structured debt instruments, including bonds, certificates, and covered warrants. He has developed deep expertise in EMTN programmes, liability management transactions, and the evolving landscape of fintech and digital assets.

Over the years, Emiliano has become a trusted advisor to major Italian and international financial institutions, supporting them in the structuring and implementation of their issuance programmes. His practice is distinguished by a strong regulatory component, and he regularly engages with key institutions such as CONSOB, the Bank of Italy, Borsa Italiana, and the Ministry of Economy and Finance, contributing to the development of market standards and regulatory frameworks.

Emiliano has been at the forefront of innovation in the Italian capital markets, particularly in the fintech space. He played a pivotal role in the issuance of the first blockchain bond under Italian law by CDP. He also supported the launch of a digital asset custody service by a leading Italian bank, marking a significant step forward in the integration of traditional finance with blockchain technology.

His involvement in the legislative process that led to the Italian Fintech Decree, starting in 2019, underscores his commitment to shaping the future of financial regulation. Emiliano is also a prolific contributor to legal and financial publications, where he shares insights on capital markets, fintech, and regulatory developments.
