Jean-Philippe Thiellay joined CMS Francis Lefebvre in 2025.

A State Councilor, he specializes in public law, particularly in the field of cultural industries.

With over 15 years of experience at the State Council and more than 10 years in the senior management of public institutions, Jean-Philippe Thiellay has acquired extensive expertise in public action and litigation practice before all French administrative courts, European courts, sectoral regulatory authorities, and judicial courts, especially in matters related to regulation

He advises private companies, both French and international, as well as public enterprises and institutions on complex governance, development, and restructuring issues. He is particularly involved in matters relating to the regulation of sectors such as media, audiovisual, digital, telecommunications, and cultural industries.

He also works closely with other teams within the firm on all types of operations involving public law, in whole or in part (liability, land-use and planning policy, urban planning and construction, environment, defense, sports, etc.).
