Anthony LaRocca advises railroad clients on complex economic regulations and preemption matters. His multi-faceted background in economic regulation in areas ranging from antitrust to antidumping law provides him with the depth and insight to serve clients in their most complex legal matters.

Anthony represents railroads in adversarial proceedings and rulemakings before the Surface Transportation Board (STB), and in federal court litigation on matters involving rate regulation, competition, and commercial practices. He also represents railroads in cases relating to the federal preemption of state and federal laws affecting rail transportation.
