Bret has specialized in utility regulatory law for more than 40 years. Over the last 20 years, he has represented Texas electric utilities in a broad range of regulatory matters before the Public Utility Commission of Texas including major rate proceedings, certification proceedings for generation and transmission facilities, fuel reconciliation proceedings, other cost recovery proceedings, and regulatory compliance matters. Prior to entering private practice, he was an attorney with the Public Utility Commission of Texas, with the last five years there as the Division Director of the Legal Division.
