Career

Scott Grover’s practice and experience includes counseling clients doing business in the electricity retail and wholesale markets, the natural gas wholesale markets, and representing clients’ interests in federal and state regulatory litigation. His primary area of expertise encompasses retail electric service provided by vertically integrated public utilities in the bilateral markets. As part of this service, he counsels his clients in the development and negotiation of electric service contracts (including agreements involving service to large load customers), retail tariff design and implementation, and energy services arrangements. Scott has served as lead counsel in the establishment and defense of innovative and balanced tariffs applying the requirements of PURPA while protecting the interests of retail electric customers. Scott frequently represents electric utility interests in litigated matters at the state level, FERC and the federal district and appellate courts (including the D.C. Circuit Court of Appeals). This practice area extends to representation of clients affected by interstate pipeline rate cases and other litigated proceedings under Section 4 of the Natural Gas Act. Scott also represents his clients’ interests in the development and negotiation of natural gas transportation and commodity agreements, such as transportation precedent and service agreement, asset management agreements, releases and NAESB supply agreements.
