Labor Law

Milagros Caballero is a Partner in the Labor & Employment Law practice of Morgan & Morgan. With over 20 years of experience, she focuses her practice on advising national and multinational companies from various industries in the process of establishing and developing their operations in Panama. 

She has extensive experience handling individual and collective labor matters, including union negotiations and the resolution of labor disputes through litigation and alternative dispute mechanisms. She also has recognized expertise in maritime labor law, providing specialized advice to companies in the sector on issues related to seafarers, their employment conditions, and the applicable special labor regime. 

Milagros earned her law degree from the University of Panama and holds specializations in Procedural Law, Alternative Dispute Resolution Methods, and Business Management. She is certified as an arbitrator and mediator by the Ministry of Government and Justice of the Republic of Panama and is a member of the Panamanian Academy of Labor Law, where she currently serves as Vice President of the Board of Directors.
