Piers is a legal director in our litigation and dispute management group.

He specialises in Inquiries and Investigations, and has particular experience of such matters where issues of National Security are in play.

Piers has acted as the Solicitor to the Inquiry on two major statutory public inquiries - the Undercover Policing Inquiry (2015-2020) and the Independent Inquiry relating to Afghanistan (2023 to date). Both Inquiries have engaged substantial national security interests, and Piers is very much a subject matter expert in the conduct of Inquiries in that context. He holds clearance commensurate with that.

In addition to the above, over the last 15 years Piers has had a role on a number of public inquiries, statutory and non-statutory for both major core participants and witnesses (including a Government Minister).

Piers litigated for Government (for the Treasury Solicitor) between 2004 and 2022 in both public and private law. He was the team leader of the National Security and Counter-Terrorism Team between 2011 and 2015, and has retained a keen interest and expertise in the general interface between security and the law.
