Career

Alan Luberda represents businesses – from large multinational corporations to family-owned enterprises – as well as ad hoc coalitions and industry and trade associations, in international trade matters before the Department of Commerce, the U.S. International Trade Commission, the Office of the U.S. Trade Representative, the U.S. Department of State, the Department of Homeland Security (including Customs and Border Protection) and the U.S. Congress.

Alan handles matters involving antidumping, countervailing duty and safeguard, export control, and customs laws, earning a reputation for both his comprehensive substantive knowledge of the law and his appreciation of the complex financial, logistical, and operational realities involved in moving goods around the globe, including primary metals, chemicals, industrial and consumer products, energy infrastructure equipment, agricultural goods, and other products. His first-chair litigation experience and record of successful resolutions extend beyond administrative and regulatory bodies to matters before the Court of International Trade, the U.S. Court of Appeals for the Federal Circuit, and other federal courts.
