Carrie Owens helps companies navigate customs, trade remedies, and economic security risks. Her work spans duty mitigation, enforcement of trade remedies, responding to illicit trade, forced labor compliance, supply chain resilience and addressing foreign threats to US economic competitiveness.

Carrie brings over two decades of experience at the intersection of international trade, customs enforcement, and national security, to advise clients on some of the most complex issues in trade law and policy. She has served in senior leadership positions across the U.S. government, including the Department of Homeland Security (DHS) and U.S. Customs and Border Protection (CBP), where she directed enforcement operations, led intelligence initiatives, assisted US businesses with leveraging U.S. import duty relief programs, and advised senior officials on trade facilitation initiatives that shaped U.S. trade policy and practice.
