Tom Gray helps clients to structure and develop energy and infrastructure projects, predominantly in emerging markets (from both a public and private sector perspective).

Using knowledge gained from working with high-profile companies such as the IFC, Standard Charted, Amey Plc, Abengoa, TradeMark East Africa and the Governments of Egypt, Kenya, Rwanda and South Africa, Tom assists his clients to understand the feasibility of a given project in the local legal and political environment, draft project and project finance documentation, design or participate in procurement processes and put financing strategies in place.

Working for a wide range of clients, including governments, DFIs, multi-lateral lenders, commercial banks, private developers and equity investors means that Tom has a understanding of each party's perspective on transactions, and that he can help clients develop projects which meet government or developer objectives but remain attractive to private sector investment.

Tom has worked in a variety of jurisdictions, including the Middle East and North Africa, East and Southern Africa, and Asia and as such understands both the challenge and opportunity of developing projects in those regions. This allows him to give pragmatic and solution driven advice, helping clients to successfully close projects on time and on budget.
