Billy has over three decades of experience in capital markets, mergers and acquisitions, and banking. He began his career in accounting and tax, and that financial grounding still shapes how he practises, giving him a lens few lawyers bring to a deal and a habit of cutting through complexity to advice that is both legally sound and commercially actionable.

His practice spans corporate lending and guarantee facilities, underwriting arrangements for rights issues, bond and warrant issuances, legal due diligence, and corporate advisory for companies pursuing IPOs. He advises on listings not only in Malaysia but across Hong Kong, Singapore, Australia, the United States, and the United Kingdom, and his expertise extends to securities law, commercial law, private debt securities, and M&A involving both private and public listed companies.

Over the years, Billy has conducted due diligence across a wide range of industries and jurisdictions, including operations in China, Vietnam, and Indonesia. He has advised on the privatisation of a state-run entity and assisted PRC-based applicants seeking listings in Malaysia.

Billy began his career in tax and accounting with Price Waterhouse in Melbourne and later Peat Marwick, before moving fully into legal practice in 1991. His early years were spent on IPOs, reverse takeovers, bond issues, and mergers and acquisitions, work that laid the foundation for the practice he leads today.
