Career

Billy began his career with Price Waterhouse Tax Services in Melbourne, where he conducted research on the merger of family investment trusts and presented a paper on the Australian Budget 1989. In 1990, he joined Peat Marwick Tax Services for a year before transitioning fully into legal practice. Between 1991 and 2000, he practised with two law firms, undertaking extensive work in IPOs, reverse takeovers, bond issues, and mergers and acquisitions.

Billy’s current portfolio spans advisory and documentation work for corporate loans, guarantee facilities, underwriting arrangements for rights issues, bond and warrant issuances, legal due diligence reviews, and corporate advisory for companies pursuing IPOs in Malaysia, Hong Kong, Singapore, Australia, the United States and the United Kingdom. His expertise extends to securities law, commercial law, private debt securities, and mergers and acquisitions involving both private and public listed companies.

He has conducted due diligence reviews across a diverse range of industries, including operations in China, Vietnam and Indonesia, and has been involved in the privatisation of a state-run entity. He has also assisted PRC-based applicants seeking IPOs in Malaysia.
