Position

Caroline is an expert in rail concession agreements and train services contracts with broad expertise on facilities management, procurement and supply chain management.

Ranked as a Leading Associate in the Legal 500 UK in 2025 and 2024 for her rail work, she is well regarded for her pragmatic and commercial approach to contract negotiation. She has considerable experience of project managing complex, multi-tiered transactions and brings ten years of in-house experience to legal risk management.

Caroline is currently working with Transport for London (“TfL”) on all aspects of the procurement for the London Overground concession, and having previously worked with TfL on the successful procurement of the Elizabeth Line concession, is now advising on the mobilisation of the same.

She has previously advised both train operators and manufacturers on the procurement and negotiation of new rolling stock manufacture and supply agreements, train service agreements and train supply and services agreements (including associated parent support documentation), and advised on variations to the same (including variations to reflect the settlement of disputes for late delivery).

She has also advised on the procurement of station and depot facilities management services, ticket machine installation contracts and minor works contracts.
