Mr. Zhou Tao is among the first cohort of administrative law specialists in Beijing. He has served as legal counsel to the Ministry of Housing and Urban-Rural Development of the People's Republic of China, the State-owned Assets Supervision and Administration Commission of the Beijing Municipal People's Government, and the People's Government of Chaoyang District, Beijing. He specialises in handling various complex and difficult administrative litigation, criminal defence, and civil and commercial dispute resolution matters.

The case of Mr. Xu from Jinhua, Zhejiang Province, which he represented, was recognised by the Supreme People's Court as a "Typical Case of the First Batch for Protecting Property Rights and the Legitimate Rights and Interests of Entrepreneurs" in 2018, one of the "Top Ten Cases Promoting the Rule of Law Process in 2018," and one of the "Top Ten Civil and Administrative Cases of the People's Courts in 2018." The administrative reconsideration case of Ms. Liu and others from Nanning, Guangxi, which he represented, was selected as one of the first "100 Excellent Court Hearings" of the national people's courts. The reconsideration and administrative penalty case of Dr. Jiang from the Third Xiangya Hospital of Central South University, which he represented, was the "nation's first case of a doctor suing an official" and received extensive attention and coverage from media including China Central Television, China National Radio, and Xinhua News Agency. In the fraud case of Mr. Jiang, for which he provided defence, the Beijing People's Procuratorate issued a non-prosecution decision. In the robbery case of Mr. Dai, where the procuratorate recommended a sentence of ten years or more, after multiple rounds of court defence, the court sentenced him to 18 months of imprisonment for false imprisonment. He has served as standing legal counsel to China Construction Technology Group, China Urban Construction Research Institute, China Energy Conservation Group, China Communications Construction Group, Zhongguancun Software Industry Association, Beijing Zhonghe Huahui Technology Co., Ltd., Industrial and Commercial Bank of China Beijing Branch, and Industrial Bank, among others.
